Regarding your question about touching or reading the Quran that does not contain Arabic, firstly we know the well-established fact that the touching the Arabic Quran whilst not being in state of purity is haram, as it was mentioned in the Holy Quran:
لَا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ
None but the purest touch it (56:79)
Regarding the topic of touching the translated Quran the Ulama have mentioned regarding this:
ولو كان القرآن مكتوبا بالفارسية يكره لهم مسه )الْفَصْلُ أَحْكَامِ الْحَيْضِ وَالنِّفَاسِ وَالِاسْتِحَاضَةِ(
The Quran that is written in Farsi its disliked to touch it (in a state of Impurity)
Now what we understand from this is that it is impermissible for a person to touch the Quran that has been translated.
Concerning the issue of reading the Quran and/or its Translation without being in a state purity, we have established that the Quran and its translation mustn’t be touched whilst in this state. So then if a person wanted to recite Quran without any physical contact we see that a great majority of Ulama have the opinion that Wudhu isn’t a requirement for recitation. The Ulama have also mentioned that:
وليس للحائض والجنب والنفساء قراءة القرآن
The person who is in the state of Menstruation, Janabat (major impurity), and Nifaas(postnatal bleeding) cannot recite Quran.
In conclusion we understand two main things
1. The Quran that been translated cannot be touched by someone in a state of impurity.
2. The Quran can be recited by someone that isn’t in a state of wudhu, however the person who is in the state of Major Impurities can’t recite Quran.
